Studio can send Twitch a phone layout now
Dual format streaming is in Studio. Desktop keeps the wide picture. A phone held upright gets a layout you built for it.

The phone used to get a leftover
A lot of Twitch is watched upright. A 16:9 game with a webcam in the corner turns into a postage stamp on that screen. Dual format is two encodes to Twitch: the wide one Studio already sent, plus a 9:16 you lay out yourself. Same stream, two compositions. YouTube and Kick stay on the horizontal encode. They do not get the tall one.
The stage has a phone side
Above the preview, Full screen and Mobile switch the stage. Those are not the same canvas with a crop. Each layout has its own elements. Put the game bigger on the phone. Move chat. Hide a webcam that eats half of 9:16. The desktop layout stays where you left it.
Twitch has to offer it
Studio asks Twitch whether this computer can send both layouts before you go live. If Twitch says no, the option stays off and says why. The mobile stage says this computer cannot send a phone layout. Frame rate has to be 24, 25, 30, 48, 50, or 60. Anything else, Twitch stays horizontal. The phone app does not send this. Studio on Windows or Mac does.
Turn it on when you go live
Twitch has to be a destination. Dual format streaming on Twitch is the checkbox on that sheet. Off until you tick it. Clicks live in the Studio guide.
Free includes Studio on one platform. If that platform is Twitch, this is the same go-live. YouTube and Kick stay on the horizontal encode when those destinations are on.
